Management Strategy

The PBSA development will be managed by a dedicated student accommodation management company to ensure a high standard of living for residents while safeguarding the amenity of the wider community and the existing users of the day-care centre existing floors of the building. A robust student management framework will be implemented, underpinned by the following key principles:

24/7 management: The PBSA building will be managed by a combination of on-site presence, regular staff visits, and remote monitoring (including CCTV and noise sensors) which will ensure round-the-clock support and oversight. Management staff will be supplemented during peak periods such as student move-in and move-out weekends.

Car-free tenancy agreements: The development is car-free by design. Students will need to agree to tenancy agreements which will explicitly prohibit students from bringing vehicles to the site, where any subsequent breaches will be enforceable. A managed drop-off zone in the form of 2No. car parking spaces will facilitate arrivals and departures at the weekends when Design4Life is not operating.

Move-in and move-out days: A staggered, pre-booked move-in and move-out process will be enforced to reduce congestion and ensure a smooth arrival experience. Welcome packs are issued in advance, detailing any site protocols, local services, and student responsibilities.

Safety and security procedures: CCTV coverage, controlled access to communal areas, and collaboration with local services such as the police and Council will ensure a secure environment. In their welcome packs, students will be educated on personal safety and local context from the outset.

Neighbour and community engagement: A single point of contact will be provided for residents. The student management team will have procedures in place to ensure that any concerns that are raised by local residents or users and staff of the day care centre within the ground and first floors of the building are appropriately dealt with.

Day to day student behaviour: Student conduct will be governed by clear rules. Anti-social behaviour, such as noise or breaches of tenancy terms, will be managed through a tiered process—ranging from informal warnings to tenancy termination.

• Communal and amenity spaces: The students shared, and communal facilities will be actively managed through a mix of access controls, cleaning regimes, and CCTV. Student representatives may be involved in promoting responsible use of spaces and integration.
